Following a number of short-story publications, Oakley wrote Technicolor Ultra Mall, published by EDGE Science Fiction and Fantasy Publishing. This novel was shortlisted for Best Novel by both the Sunburst Award and the Prix Aurora Award.

His professional writing has ranged from literature and fashion to baseball. His interest in fashion also led to him being named as one of Toronto Life's 12 Most Stylish People. He also wrote the introduction to Zoetica Ebb's art book Chimeric Herbarium, a work associated with the Xenopoetics movement in Japan.

Oakley holds degrees in anthropology, Arts and Humanities, and Korean studies, along with a certificate in Evolutionary Medicine. He worked as a research apprentice at the Institute of Human Origins, coding field notes from observations of wild chimpanzees to help build the Gombe Chimpanzee Database, a relational database constructed from the Jane Goodall Institute's Gombe Research Archive.
A Phi Beta Kappa graduate, he moved to Korea to pursue his love of teaching.
